Additional training is laughable. It's not a lack of training that is the problem, it's the lack of consequences. People respond to incentives, and those are geared to exempt the police, and local leaders, from consequences as long as they are on the good side of local and state authorities.

People getting fires is almost never included in any settlement, and even if it was, their union contracts get them reinstated later with backpay, or just award them all the backpay until the case is decided while they pick up another job elsewhere.

But yeah I agree, I'd rather have foreign governments having it than mine own. But it's near impossible for a layman, or person without substantial resources, to keep their information out of the hands of the NSA and data brokers, I strongly suspect, as Edward Snowden informed us.
