Here, there's no repercussions for reincarnations, theres no downgrades. You are all enslaved to keep churning-out 2-digit lifespan containment-meatbags.

We've been enslaved to DNA, the aliens got soul-transfusion, we have been rapidly evolving DNA for them. You're all cattle, on a farm, and the farmers are underground and the entire moon. They never left, the crop is too important to them, that's why the only worse-case-scenario is alien interference in your life, and not global nuclear war or extinction-level asteroids.
The Designers need reincarnations of family units to entrain the neurophysiology to keep the con going. They want slow-kills and diseases and 2-digit lifespans, they designed that to keep generations crankin-out every 25 years.
