It was keeping them distracted, until it started either letting them foment or driving them insane. They'd prefer you just consume media and leave them to their business, these days.

World governments will be delighted to find that they've driven their populations off of the internet. As much as they'll hate being engaged in 24/7 automated cyber warfare to stop their power plants exploding.
