Or it's free marketing. "yeah man our AI is so good it had to be export controlled, you're one of the exclusive super special people who can use it"

The article said this was voluntary and not some sort of regulation on all AI companies. It also may serve to take costs and risk off the AI companies since they don't need to make access control decisions, the taxpayer funds that instead!
