If it is a time-sensitive obstacle, I am not going to think about signalling before manouvering. As for construction zones no one signals when they cross lines here when there is an obvious right of way. If I saw someone else signal halfway through a construction zone I'd wonder if they were turning off...

You are right that it can sometimes solve the issue, especially with cyclists and the like, but I still find the feature obnoxious.
