Nobody wants to be on the receiving end of "WELL WHY DIDN'T THEY ISSUE AN AMBER ALERT???" when a kid is found dead.
this kinda reminds me of a security back and forth I had recently and tech security things in general. You get the technically this can be used like this and as you say no one wants to be the one against it if an incident ever happens.
