I remember the scientific article of this technology as a proof of concept. Honestly it didn't take an ISP very long to ~~weaponize it~~ offer it as a service.

I'm using Tailscale on my Kobo and I was using it on my Kindle 11 until it died a slow memory failure death. But I can't get it running on my PW2.
