Seems like it's hubris / arrogance - a poorly considered attempt to create some kind of ideal social experience.
Actually I'm not so sure about North Korea.
This is a "law" I just made up but: in any crisis the poorest are the worst effected.
NK does have some trade with China and Russia, and they receive aid from places. I presume the ruling class supports itself through offshore investments and so on.
I doubt he believes m ch of the vile trash he peddles. I'm certain he finds most of his subscribers unbearable.
Im sure the American legal system will get those wheels of justice spinning on this in a few years.
Someone said in another comment it's designed to cam out, not necessarily strip, in order to prevent over-tightening. Someone else replied that wikipedia says there's no evidence of that though.

I've seen these in Australia but they're not popular. Until a moment ago I thought they were for some specific arcane application.
I've found a couple that just didn't seem to be snug enough from the start. Like 6 hex screws on this bike trailer thing. 5 of them fit a 6mm hex wrench perfectly, but on one it just spins and the next size up was too big. Either it wasn't to spec or it warped at some point or something. I think other fastner heads would be more forgiving in this regard.
This looks great, but it seems it's part owned by bezos? No thanks.
Simplified design and easier printing sounds like a very practical purpose.
