Because it's considerably cheaper to do it this way and they're being allowed to do so. Why would they spend money building giant cooling towers when they can just dump the hot water into the river and then drain main supply for fresh supply.

He's obviously a sociopath, if you read books about him about his early childhood, he's been weird the entire time. There's a parallel universe out there somewhere where he wasn't successful with Facebook and he fulfilled his destiny as a creepy but not particularly clever serial killer.

These parasites worldview is ultimately self-defeating. They make everything worse and worse until the public give up on it, but they never seem to have planned for that eventuality despite it being an obvious response. The fact that people aren't willing to pay every increase in sums of money forever decreasing quality of service is always astounding to them.

They do it in everything they do. It's like the end of the world bunkers, what exactly is the plan there, to hide in the bunkers for the rest of time? They think that everyone will kill each other in the food wars or something and then they'll just come out once it's all over and they'll be some convenient savages that they'll be able to enslave as their personal workforce. They seem to have forgotten about the fact that they're mortal and won't live long enough for any of that to happen.
