It's real. Rockstar loves to release on consoles first so people buy it on console first to play it early and then on PC for better graphics and modding. Leak shows the PC version working just fine so the PC players are more likely to wait for that release.

It will hurt them a bit. Videos show a PC copy running just fine. Many gamers won't buy on console first to play early and then again on PC. This is a good thing.
I somewhat agree, but GTA V took over a year and a half to come to PC. I think they were still milking it.
As you said, not an issue today. Architectures are close enough today with plenty of tools to create multiple builds fairly quickly.
