I mean, to be fair, here is that entire paragraph for context:

As will be explained further, there are 10 rules that are enforced, the biggest one being a very basic “don’t be a violent extremist”. That’s probably 30% of the list. Another 50% are just alts of Dwazou (persistent, long-term ban evader), and the remaining 20% just garden-variety spammers and toxic people who scare the normies away.

Based on this, it is much more likely that you are an alt of Dwazou. (Or maybe I am? 🤪 Statistically, between the three of us, you me and the author, ONE of us must be!!)

Reputedly, THIS list is able to be disabled, trivially easily too. This is the second, hidden, much larger one containing usernames.

It is the OTHER list - the first, smaller, instance-level one - that seems to not be able to be disabled.

So Kirk is not lying.

Neither were made very clear to people though, that's accurate. If db0 hadn't been forced into digging deep to find out why the interface was broken, this might have gone under the radar for many more months.

You can check it out from your own instance by going to https://t.lemmy.world/ (that might be an older version though? at one point Tesseract development was frozen but then it later resumed).

THAT list is able to be disabled, though people are mad about its discoverability and transparency.

The OTHER list, the smaller instance-level one, reportedly cannot be disabled, seemingly the only recourse for those instances on it are to use his fork of the code.

This is from db0's reporting, I have not attempted to confirm personally, but I would be happy to be corrected if need be.

This already exists. News media for instance used to have standards as to who they would hire - like you'd have to spelel properely and everyhting. Then most of the major outlets were bought up by the wealthy and... well, they still exist but people don't bother to read them anymore.

Even now, blogs exist (like Mastodon) but people on "social media" (where we are now) prefer to simply scroll and speak rather than listen.
