TLDR: sceptre but really inefficent.
It really depends on what you mean by too high. The standard speed limits we have are fine. The road design is not.
Speed limits in the U.S. aren't set to any specific standard. 6 lane divided highways and laneless rural roads carry the same speed limit.
Traffic laws are for bad drivers. Most are stupid.
