That's because the answers to hard problems show up often in the training data, whereas simple problems might not ever ever make it to any documentation since the solution just takes reasoning from what's in the manual.
It helps if they actually have to use the crap code they vibe out. They can no longer yell at the nearest dev that their impossible requirement isn't working. So there's less pushback against bringing back their convenient scapegoats.
