The meme is in reference to a twitch streamer (Hasan) who pushed something on a live stream and the dog flinched. People thought it was a shock collar but he later clarified that it was actually a collar made for training and he said it was set to vibration mode.

In the image it's Eustace from Courage the Cowardly Dog shocking Courage. Eustace hated the dog and regularly abused him.

Jasper Nathaniel, a US journalist known for his coverage of Israel’s illegal occupation, settler colonization, and ethnic cleansing of the West Bank, posted on X: “The entire bipartisan political establishment has coalesced around a willful misreading of what Hasan Piker said in order to silence criticism of Israel.
