It's much easier to put up barriers against physical items than it is against digital products. If the administration doesn't want a U.S. citizen to buy a BYD car, it's fairly easy because you can make it difficult to import, difficult to get insurance on, etc. But if the U.S. wants to stop you from using Chinese AI, that's a lot harder because code knows no borders.
