why they are still not using metric?

Because retooling is expensive. I applaud the adaptation, but we have a lot of tools written that way. Also, are patents written in English or metric units? Would that invalidate them?

Parents are written in customary primarily, but the patent office recommends listing units in both for global clarity.

It wouldn't invalidate them because customary is defined by metric, so there's no ambiguity. It's exactly the same as saying "the bar is 1 meter long" vs "the bar is 100 centimeter long". An inch is just a quaint way to write 25.4 mm.
