But aren’t Waymos all BYD? If it meets all safety standards for Waymo to register it, it should meet them for the rest of us ….. in a sane world

No, Waymos are Jaguar i-Pace (Indian owned), Ojai (Chinese Geely/Zeekr) and in the future also a version of Hyundai Ioniq (South Korea).
