I think Jackman Wolverine is a very strong casting choice as evidenced by his success.
But I think Simmons as J. Jonah is one in a lifetime, peak casting.
Other people could play a comparably great Wolverine; I don't think anyone is ever gonna top Simmons as J. Jonah Jameson
I always thought it was because they haven't yet found a Massive Ackman.
Who they really need to find is a Comp Ackman. Comics wolvie is supposed to be something like 5'3", Hugh is over 6' iirc.
6'2", he just meets the bar for being tall.
