For recurring charges like phone bills or water bills, they'll often let you do a bank transfer/eCheck for free. But then debit cards are like $2.99 or so. Probably because the debit card is going through Visa or Mastercard or something. It's even more common to charge for things like parking tickets or things that you aren't paying all the time.
