It may well be intended as a serious attempt but personally I'm just going to view it as trolling/a gimmick, in which case I don't care how shit the actual platform is. Seems to be more about making a point against Musk than getting a serious userbase.
Shame. A new Twitter that supports all the open protocols would have been cool. Fediverse with a name people recognise.

Mastodon is not called Twitter, and the vast majority of people have no idea what it is, unfortunately. A Mastodon instance called Twitter would be a great idea, although I think Mastodon doesn't support all the protocols like Friendica does. But Friendica is too unlike Twitter.
I suppose that could potentially drag Mastodon's developer into a legal fight (if X were to sue them), which would be costly and a distraction.
