Counterpoint: Godzilla's budget was so low because Japanese workers get overworked and underpaid, and the JPY is generally weaker than the USD.
I genuinely hope the workers were properly compensated for G–1.0, it's an excellent film and they truly deserve it.
I think your comment and the one about someone in Hollywood pocketing the money are both true. Money laundering and/or a tax trick may also play a role.
