Because retooling is expensive. I applaud the adaptation, but we have a lot of tools written that way. Also, are patents written in English or metric units? Would that invalidate them?
Other countries have done it successfully.
Is the USA incapable of doing things that others have done?
Expensive for little-to-no benefit.
Tell that to The Mars Climate Orbiter
Anyway, it is only going to become more expensive as time goes on. The cheapest was back in 1790. The next cheapest is now.
