Why would they pay? Genuinely what power does the UK government have over 4Chan?
They can ban the website in the UK I guess. They can also try to impound any assets that 4chan has in the country but I doubt they have any. Besides that they can't do much else.
They can also write them a strongly worded letter with a lot of impotently scary language.
With excessive inclusions of the letter "u."
